Regional Forestry Networks

                                               

1. Main Functions

 Major function of RFNs is to strengthen linkages in information dissemination and collaboration between national and local level and vice versa, as well as to identify and support cooperation and coordination opportunities and initiatives among partners, members and relevant stakeholders towards VFDS implementation.

2. Main Tasks

RFNs play very important roles as they support actively VFDS implementation at regional and provincial levels as well as provide realistic feedbacks on VFDS implementation feasibility and quality at these levels. Linkages between top-down regulations and bottom-up feedbacks are necessary for improvement and implementation of the strategy.

• Contribute to the common strategic forestry development vision for the provinces and development of provincial forestry plans, in line with the forthcoming Viet Nam Forestry Development Strategy (2006-2020). Also contribute to the definition of regional (AEZ) priorities for VFDS and the government’s 5-year plans. Once these strategies and plans are finalised and adopted by Government, then the network members will work to support the implementation of these strategies and plans;
• Reflect the forestry wishes, priorities and requirements from the provinces to the national and international members of the FSSP, so as to call for investments from various sources;
• Organise and implement the activities of forestry network in the respective region (agro-ecological zone) and its provinces; and
Each network will work out its own vision, strategy, and network annual plan of operation (or “work plan”).

3. institutional structure

Core Network Members: In accordance with instructions from MARD, 6 forestry regional networks have been established. The core members of the forestry networks will be representatives of forested provinces. The six networks will constitute of the following provinces:
• Northwest (Son La, Lai Chau, Dien Bien, Hoa Binh, and Ninh Binh);
• Northeast (Ha Giang, Cao Bang, Bac Can, Yen Bai, Lang Son, Tuyen Quang, Thai Nguyen, Lao Cai, Phu Tho, Bac Giang, and Quang Ninh);
• North Central (Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, and Thua Thien – Hue);
• South Central (Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, and Khanh Hoa);
• Central Highlands (Kon Tum, Gia Lai, Dak Lak, Dak Nong, and Lam Dong); and
• South - Southeast and Mekong Delta (Ninh Thuan, Binh Thuan, Tay Ninh, Dong Nai, Binh Phuoc, Long An, Kien Giang, and Soc Trang).

RFNs members are leaders of provincial forestry agencies, representatives of private sector, NGOs, research and training organizations, and ongoing projects in the region.

The core network members will be provincial-level leaders to be nominated by Provincial People’s Committees. They may be, for example, staff of DARD, Sub-department of Forestry or Sub-department of Forest Protection. Each province will nominate one “core member” of the network, who will serve as the focal point for the province on network activities. In addition to the “core members” of the network, each network is free to invite other key national and international stakeholders in the region to join in network activities.

Network Group Leader: Each year, the core members of each network will select their own group leader, who will serve as leader for one-year. If the network so wishes, it may re-elect the same person to continue as group leader, or it may change and select another member to serve as network group leader.

4. Rights and Responsibilities

Network group leaders will be responsible for:
• Representing his/ her province and participating fully in network activities;
• Developing network vision, annual and long-term work plans and budgets together with core network members;
• Organising periodic meetings (invitation letters, liaison with core network members and invited guests, agenda, logistic arrangements, cost estimates, budget management and spending, etc), chairing meetings and facilitating discussions;
• Collecting reports provided by core network members, synthesising and writing semi–annual reports, which initially will be submitted to the FSSP CO and MARD leaders;
• Being the focal point on sharing information and documents provided by MARD, the FSSP CO and other sources;
• Representing the network by participating in different meetings, making presentations, contributing to central processes, meetings as required by MARD, the FSSP Partnership, and other key partners;
• Attracting support and participation from both domestic and international organisations in the region, especially forestry-related project representatives, involving in network meetings and activities; and
• Participating relevant training courses, seminars, workshops, or study tours.

Core network members will be responsible for:
• Representing his/ her province and participating fully in network activities;
• Providing provincial leadership with forestry–related information and data in provincial planning processes, preparing and presenting reports on forestry–related issues and priorities in his/ her province;
• Providing support to the network group leader to fulfil his / her assigned tasks; and
• Participating relevant training courses, seminars, workshops, or study tours.

5. Mode of operations

Each network will conduct periodic meeting of its members once per year, to share information, among provinces, regional, and between the local and central levels, and collaborate on activities as agreed in their work plans. In general, these meetings should be held prior to FSSP Partnership meetings. The network annual budgets and work plans will be submitted to PSC for approval of Partnership support.
