Closing Event Of The 9 –Year Promotion Of Sustainable Forest Management Processing, Trading And Marketing Of Important Forest Product Programme

 On 19 August, 2014, in Ha Noi, Ministry of Agriculture and Rural Development (MARD) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH jointly organised the closing event of the Vietnamese-German Forestry Programme, which was funded by Federal Ministry for Economic Corporation and Development (BMZ), and implemented by GIZ and MARD.

 The Vietnamese-German Forestry Programme was established with a 9 year life-span from 9/2005 – 9/2014 aiming at increasing the efficiency and sustainability of forest management and the forest industry in Viet Nam through 3 components: (i) sustainable natural forest management; (ii) processing, trade and marketing of important forest products and (iii) forest policy advice. These are also 3 out of the 5 Implementation Programmes of the National Forestry Development Strategy for 2006-2020. 

 In the framework of the Vietnamese-German Forestry Programme, it has successfully supported the Dakto Plantation Single Member Limited Liability Company (Daktoplanco) and Truong Son Forest Management Enterprise, a member of the Long Dai Forestry Industry Limited Company in Kon Tum and Quang Binh Provinces to gain two full FSC/FM/CoC certificates from the Forest Stewardship Council International (FSC). The certificate award ceremony took place on 20th June 2014 in Hanoi. “The most success of the Programme is that it consulted and supported two forestry companies to develop and implement forest sustainable management plan according to FSC standard, and the first time in Viet Nam these companies gained full FSC FM/CoC for natural forest management. This great success is not only of the Vietnamese-German Programme but also of the Vietnamese Forestry Sector”. Stated by Mr. Nguyen Ba Ngai, Deputy General Director of Vietnam Administration of Forestry. 

 Besides, the Programme links policy advice and institutional support, sustainable resource management, organizational reform, economic development and capacity building. It also influences the general conditions in the sector by improving the legal framework, creating innovative financial sources and coordination of international support. Through the Viet Nam – German Forestry Program, GIZ has been acknowledged as one of the international organizations who initiated, supported Vietnamese Government with the model of Payment for Forest Environmental Services (PFES) over an entire process from study, development, piloting, until up scaling.   

 The Programme, so far, has actively contributed to facilitate the two-way efficient communication flow between policy makers and practitioners. Best practices at the filed level have been channeled and informed to policy formulation processes and vice versa to ensure scaling up of best practices nationwide. “The success of the Program is thanks to the commitment and instruction of competency levels consisting of Viet Nam Administration of Forestry, People Committees, Provincial Agricultural and Rural development departments as well as strong pledge of stakeholders concerned. Besides, the technical support, equipment, capacity development activities and the enthusiasm of GIZ cadres together constituted a vital factor of the today success”. – stressed by Mr. Ngai.  

 Leaders of the Vietnam Administration of Forestry meanwhile added three recommendations, specifically: (i) expectedly, activities regarding sustainable forest management and protection as well as FSC FM/CoC  certification will be kept on going after the project ended; (ii) the sustainable forest management model will be extendedly transferred to other potential forestry companies; and (iii) the achievements of the Forestry Programme will be integrated in the new Program “Conservation and Sustainable use of Biodiversity and Ecosystem services of Forest in Viet Nam”– as planned is launching in the 4th Quarter 2014, in cooperation between MARD and GIZ for further development, dissemination and up scaling.
